The Premier League is set to investigate Manchester City's latest transfer dealing. City, who have won five of the last six Premier League titles and are the reigning champions of Europe, are facing scrutiny over their success.

Last year, City was charged by the Premier League with 115 breaches of financial rules. If found guilty, the club could face punishments ranging from fines to relegation. As a result, an independent panel will now examine a specific aspect of City's business at the Etihad Stadium.

Reports have emerged that City is close to signing Brazilian winger Savio from French club Troyes in the upcoming summer transfer window. This has sparked controversy as Troyes is a member of City Football Group, the organization that owns City and several other clubs worldwide.

Troyes paid £5.6 million to sign Savio last summer, but the player has spent this season on loan at Girona, another club under CFG. Savio's impressive performances in La Liga have attracted interest from other top European clubs, with bids in the region of £25 million reportedly rejected.

To gain approval from the Premier League for the transfer, City will need to demonstrate that they are paying a fair market value for Savio. The Premier League rulebook includes clauses to prevent clubs from undervaluing transfers between teams under the same ownership, ensuring compliance with financial regulations.

In order to adhere to Financial Fair Play regulations, Savio will need to be valued at 'book value,' allowing City to spread the agreed fee across the duration of his contract.
